PHOENIX PROGRAM

The Phoenix Program offers medically monitored and clinically managed intensive residential treatment services for adult men. This intensive residential program helps break the cycle of drug and alcohol abuse and equips men with the tools needed to be successful at the next appropriate level of care.

Leadership

for Phoenix Program

Cathy Dooley, LCSW, CSAC

Clinical Manager

  • Since 2009, Cathy Dooley has been the Clinical Manager at NCTR’s Phoenix Program, a residential treatment program for up to 80 men. In this position, she oversees clinical operations and supervises clinical staff. She joined NCTR (then Vanguard Services) in 1992. While at NCTR she has served in multiple roles, including as program director for Demeter House, NCTR’s residential program for women. Cathy is a licensed clinical social worker with a Master of Social Work degree from Howard University.

Reggie Williams

Residential Manager

  • Reginald Williams is a certified addictions counselor and assistant with over 30 years’ experience in the substance use disorder treatment field. As residential manager of NCTR’s Phoenix Program, Reggie oversees the day-to-day operation of the program and ensures the safety and security of patients. He joined the agency in 2006; prior to that he worked for Second Genesis, a drug and alcohol treatment program, where he held several positions before becoming director of Second Genesis’ residential program in Alexandria, Virginia.

Abdul Malike, DNP-FNP-BC

Medical Manager

  • As a Nurse Practitioner Manager, Abdul manages all nurse practitioner services at NCTR’s Phoenix Program men's residential treatment program. Abdul has a Doctor of Nursing Practice degree from George Mason University and 11 years of experience in the medical field. His most recent experience before joining NCTR in 2022 was with Aspire Healthcare, where he served as a field nurse practitioner. “I am excited by the variable nature of my job, as well as being able to change the lives of vulnerable patients.”

 
Adde Abe-Fapohunda

Adebola “Addie” Abe-Fapohunda, DNP, APRN, PMHNP-BC

Psychiatric Nurse Practitioner

  • Adebola (Addie) is a board-certified Psychiatric Mental Health Nurse Practitioner. She was born in Washington DC and moved to Nigeria with her parents at a young age. She completed elementary and high school in Nigeria and then moved back to the US to complete the rest of her education.

    Addie began her nursing career as a medical-surgical nurse in Washington Hospital Center over 25 years ago. She later moved to the public-school setting where she served as a school nurse working with children from ages 3 to 21 with medical, behavioral, and emotional problems. She found her passion while working with the high school aged population.

    Addie received her Associates of Applied Science in Nursing from Marymount University, Bachelor of Science in Nursing from George Mason University, Master of Science in Nursing (Informatics) from Walden University in 2013, Post-master’s certificate in Psychiatric Mental Health Nurse Practitioner from National University in 2020, and a Doctor of Nursing Practice from Frontier Nursing University in 2023.

    Addie is qualified to evaluate, diagnose, treat, and prescribe medication to children, adolescents, and adults with co-occurring mental health and substance use disorders. She is certified to prescribe Medication Assisted Treatment (MAT) for substance abuse. She believes the wholeness of the mind makes a whole person, and serves children, adolescents, adults, and aging adults with a focus on prescribing up to date psychiatric and substance abuse treatment.

    Her goal is to help the patients find stability and independence in all areas of wellness in order to complete the whole person.

    Addie loves to travel as she believes it helps to reset the whole person.

Debra O'Beirne

Debra O’Beirne, MD, FASAM

Medical Consultant

  • Dr. O’Beirne received her medical degree from Case Western Reserve University School of Medicine and completed her psychiatry residency at University Hospitals of Cleveland. She has been a practicing Psychiatrist for more than 30 years. Dr. O’Beirne served in the United States Army, as the Chief of Psychiatry Service at Fort Campbell, KY, with combat service as Chief of Psychiatry for the 86th Evacuation Hospital in Mogadishu, Somalia. After her military service, she worked for the Veterans Administration until 2003, when she began working with Fairfax County Community Services Board in Fairfax, Virginia. In 2010, she achieved board certification in Addiction Medicine and she is now the Medical Director of Addiction Medicine Services for Fairfax County CSB. Dr. O’Beirne believes it is important to recognize Addiction as a medical disease and to provide a wide range of treatment, from intensive outpatient to long term residential settings, including Medication Assisted Treatment and comprehensive psychiatric care at each level. Dr. O’Beirne recently joined National Capital Treatment & Recovery to provide collaboration and consultation with Withdrawal Management and Early Recovery Programs.
